Thomas Gilbert was born in 1720, the son and heir of Thomas Gilbert of Cotton in Staffordshire. He became chief land agent for Lord Gower in 1758. Gilbert sat in Parliament for Newcastle under Lyme from 1763 to 1768, and for Lichfield from 1768 to 1795. He was particularly known for his efforts in reforming the poor laws, and for his publications on that subject. He died in 1798.
